An Illinois school district unlawfully capped pay for teachers over 45 to avoid paying more into the state retirement system, an Illinois federal judge ruled, handing the U.S. Equal Employment Opportunity Commission a win in its lawsuit challenging a collective bargaining agreement provision limiting raises.
