Glassmaker Owens-Illinois Inc. has kicked off enforcement proceedings against Venezuela in Delaware federal court over an arbitral award worth more than $500 million, targeting U.S. assets belonging to Citgo Petroleum Corp. and other alleged alter egos of the crisis-stricken nation.
