Oxy USA Inc. can't dodge paying the U.S. government nearly $2 million in gas royalties for leases in northeastern New Mexico despite the company's efforts to whittle down the price, a federal judge has ruled.

Oxy USA Inc. has sued the U.S. Department of the Interior, accusing it in New Mexico federal court of arbitrarily changing a royalty formula for certain carbon dioxide productions and improperly saddling the energy giant with a nearly $2 million payment.
