Split Full 9th Circ. Won't Review SF Political Ad Disclosure Law
A Ninth Circuit majority on Thursday declined to rehear en banc a three-judge panel's ruling upholding a San Francisco ordinance forcing political advertisements to disclose their top and secondary contributors while nine judges slammed the decision in two separate dissenting opinions for purportedly burdening political advertisers and running afoul of free speech rights.

San Francisco urged the Ninth Circuit to reject an en banc review bid by groups challenging its ordinance requiring disclaimers in political ads to disclose their top and secondary donors, arguing the disclaimers further the competing First Amendment interests of voters who want to make informed political decisions.

9th Circ. Upholds San Francisco Political Ad Disclaimer Law
San Francisco's requirement that all political advertisements list their top and secondary contributors might lightly press on the First Amendment rights of those putting out the ads, but not enough to outweigh the importance of providing voters with the information, the Ninth Circuit says.
