A Chinese investment company is urging the D.C. Circuit to summarily affirm a ruling denying Nigeria's motion to dismiss litigation to enforce a nearly $70 million arbitral award on sovereign immunity grounds, arguing that it's "indisputable" that the award has a connection with commerce.
