Chicago's contracted towing company says it is not the "moving force" behind a policy at the center of a proposed class action by Windy City residents whose vehicles were scrapped because they failed to pay tickets.

The city of Chicago is towing, impounding and selling the cars of people with unpaid tickets without properly compensating them for their vehicles, an unconstitutional taking of property solely aimed at making the city money, according to an Illinois federal lawsuit.
