Over the past three decades, there have been at least 41 bills lodged in Congress that aimed to break off parts of the Ninth Circuit to form a new Twelfth Circuit — and in some cases, even a Thirteenth Circuit. In a display of consistency, each of the last 15 congresses has proposed at least one bill in this vein, often spearheaded by one of a handful of GOP devotees to the cause.
