MEMORANDUM DECISION AND ORDER. The defendants' motions to dismiss are granted. Accordingly, the complaint is dismissed in its entirety. The plaintiff's Section 1983 claims and spoliation claim as to all moving defendants are dismissed with prejudice. The plaintiff's FHA claim and state law claims as to OTDA and OCFS are also dismissed with prejudice. The plaintiff is granted leave to amend other claims and to file an amended complaint within 60 days of this Order. Ordered by Judge Ann M. Donnelly on 9/3/2026. (DG)
