ORDER: The pro se Plaintiff has filed a motion (Docket Entry No. 12 ) to appoint a special master under Rule 53 of the Federal Rules of Civil Procedure "to comprehensively facilitate settlement activities," to "perform investigations" that Plaintiff contends are required to be performed by the State," and to make a report on "federal compliance by the State," as well on possible referrals to appropriate state and federal law enforcement agencies. Id. at 1-2. Plaintiff's motion is DENIED. Under Rule 53(a), the appointment of a special master is the exception and not the rule, Medtronic v. Michelson, 229 F.3d 550, 559 (W.D. Tenn 2003), and is warranted "only" under specific circumstances. Fed.R.Civ.P. 53(a)(1). Any party desiring to object to this Order may do so by filing a motion for review no later than fourteen (14) days from the date this Order is served upon the party.
