Law360, New York (May 8, 2009, 12:00 AM EDT) -- In a blow to environmentalists, a federal appeals court has affirmed a lower court's ruling backing the U.S. Forest Service’s decision to loosen regulations for suction-dredge mining that opponents claim harms protected fish populations.
