Domestic Offset Quota May Be Difficult To Reach

Law360, New York (June 12, 2009, 12:00 AM EDT) -- Industry supporters of a climate bill moving through the U.S. House of Representatives are counting on a robust offset program to keep costs down, but many experts doubt that the supply of domestic offsets will ever approach the quota provided for in the legislation.
