Law360, New York (June 23, 2009, 12:00 AM EDT) -- A judge has rejected the Virgin Islands Department of Planning and Natural Resources' argument that sovereign immunity exempts it from counterclaims brought by an oil refinery operator in a dispute over cleanup costs related to St. Croix's primary freshwater source.
