Conn. High Court Bars DMV Contractor's $9M Claim

Law360, New York (August 31, 2009, 4:00 PM EDT) -- Connecticut's highest court ruled Monday that a state law empowering the Department of Motor Vehicles commissioner to negotiate contracts did not implicitly waive sovereign immunity, nixing a $9 million suit from a contractor that claimed the state failed to enforce its emissions testing rules.

The Connecticut Supreme Court found that the trial court had erred in denying the commissioner's request to dismiss Envirotest Systems Corp.'s breach of contract suit.
