Law360, New York (September 1, 2009, 1:24 PM EDT) -- A federal appeals court has ruled that a Utah county is preempted from enacting an ordinance to open routes on 1.6 million acres of federal public land to off-highway vehicle use, affirming a lower court's decision in favor of two environmental groups.
