Law360, New York (September 14, 2009, 2:51 PM EDT) -- The European Union is reportedly close to unveiling its plan for taxing carbon dioxide emissions from new cargo vans sold in the bloc's 27 member nations, possibly imposing cuts in vans' carbon pollution by as much as 14 percent by July 2013, with deeper long-term reductions by 2020.
