Kyoto Violators May Escape Serious Punishment

Law360, New York (December 8, 2009, 1:18 PM EST) -- Canada and certain other countries are in danger of not fulfilling their commitments under the Kyoto Protocol, but if they receive any punishment it likely will be just a slap on the wrist, according to experts.

Under the Kyoto Protocol, countries that exceed their emissions targets during the first phase of compliance from 2008 to 2012 will be required to cover that deficit plus an additional 30 percent during the second phase of compliance, and they will not be allowed to take advantage of flexibility mechanisms...
