Copenhagen Talks Must Produce Treaty Framework: EU

Law360, New York (November 9, 2009, 4:02 PM EST) -- Despite slow progress in negotiations leading up to the Copenhagen climate conference in December, participating countries must reach a framework agreement at the meeting on the main elements for a treaty to replace the Kyoto accords and set a deadline for reducing emissions, the European Union said Monday.
