Chinese Paper Co. Says ITA Crossed Line With Duties

Law360, New York (December 11, 2009, 4:51 PM EST) -- Chinese paper maker the Watanabe Group is challenging the International Trade Administration's anti-dumping duty rate determination of more than 250 percent on lined paper imports.

In a complaint filed Wednesday in the U.S. Court of International Trade, Watanabe argues that products reviewed by the ITA have not been subject to an anti-dumping investigation and that the government acted arbitrarily and capriciously.

In 2008, the ITA initiated an administrative review of Watanabe for the period of Sept. 1, 2007, to Aug. 31, 2008, according to the complaint....
