Former SEC Atty Found Guilty Of Pump-And-Dump Plot

Law360, New York (January 29, 2010, 5:39 PM EST) -- A federal jury has convicted a former U.S. Securities and Exchange Commission attorney of participating in a multimillion-dollar pump-and-dump stock manipulation scheme.

In a trial that began Jan. 13, a jury in the U.S. District Court for the Eastern District of Virginia on Thursday found Phillip Windom Offill Jr., 51, guilty of nine counts of wire fraud and one count of conspiracy to commit fraud in connection with the scheme.
