GAO Sees Pros & Cons Of Cap-And-Trade Options

Law360, New York (March 29, 2010, 6:10 PM EDT) -- The government could either sell emissions allowances, give them away free of charge or offer some combination of the two under a cap-and-trade program to fight climate change, but each option has advantages and disadvantages, according to a report from the U.S. Government Accountability Office.

The report, commissioned by Senate Finance Committee Chairman Max Baucus, D-Mont., and released Friday, did not offer any specific recommendations, but said it was important to identify goals prior to choosing a sales method.
