Obama Installs Medicare Chief With Recess Pick

Law360, New York (July 7, 2010, 4:08 PM EDT) -- Facing threats of a renewed health care debate over his nominee to oversee Medicare and Medicaid, President Barack Obama used a recess appointment Wednesday to bypass Senate confirmation of Harvard Medical School professor Donald Berwick.

Obama, who also filled two other posts with recess appointments Wednesday, said the move was necessary to fill critical posts with the "extremely qualified candidates."

As administrator for the Centers for Medicare and Medicaid Services, Berwick will oversee the two government health insurance programs as the new health care reform law...
