FTC Report Urges Changes to Patent Policy

Law360, New York (October 29, 2003, 12:00 AM EST) -- The Federal Trade Commission issued its long-awaited policy paper on patent law Tuesday, recommending that patents be more difficult to obtain and easier to challenge.

The report proposed creating a new administrative procedure that will make it easier for firms to challenge a patent’s validity at the U.S. Patent and Trademark Office, without having to raise an expensive and time-consuming federal court challenge.
