Openness, Oversight Key To Carbon Markets: Report

Law360, New York (January 19, 2011, 1:59 PM EST) -- Regulation of a federal carbon emissions market — including allowances, offsets and derivatives — should focus on attracting a broad base of market participants while ensuring strict oversight to prevent manipulation, fraud and other abuses, a federal interagency report says.
