DC Circ. Seeks Input On Ferrosilicon Cartel Ruling

Circuit asked Washington's high court Friday to effectively decide whether three Brazilian ferrosilicon exporters can sue U.S. rivals for allegedly duping trade regulators into imposing duties on the metal as part of a price-fixing conspiracy.

In a certified question, the U.S. Court of Appeals for the District of Columbia Circuit asked whether, under the district's law, a petition sent to a federal agency in Washington could establish personal jurisdiction over the petitioner in suits alleging the submission fraudulently caused the government to act against...
