Who Has Jurisdiction Over CBA Disputes?

Law360, New York (April 28, 2011, 2:23 PM EDT) -- From the beginning, the National Labor Relations Board would accept jurisdiction over charges for breach of contract and couch the charges under the guise of Section 8(5) as a unilateral change in the terms and conditions of employment without negotiation with the union. If this is the case, why wasn't it dealt with by arbitration?
