NRC Fleshes Out Rule For Plants' Emergency Preparations

Law360, New York (August 31, 2011, 5:58 PM EDT) -- The U.S. Nuclear Regulatory Commission approved a new rule Tuesday that aims to enhance nuclear power plants' ability to respond to emergencies, establishing milestones that dictate when plants should update the time they allot for evacuations, among other provisions.

Nuclear plants should re-evaluate their evacuation time estimates with every U.S. census or with every change in population in the plant's vicinity that would increase the estimate by either 25 percent of 30 minutes, whichever is less, according to the rule. The NRC did not previously specify...
