La. Refinery Owner Fined Record $12M For CAA Violations

Law360, New York (October 13, 2011, 12:39 PM EDT) -- Pelican Refining Co. LLC pled guilty Wednesday to violating the Clean Air Act at its oil refinery and then lying to environmental regulators, agreeing to pay $12 million — the largest criminal fine ever levied for a CAA violation in Louisiana.

The refinery owner also agreed to pay $2 million for environmental projects and to be barred from operating a refinery without independent audits and oversight from a court-appointed monitor, under a plea agreement filed Wednesday and subject to approval by a federal judge in Louisiana....
