Senators Propose Cap-And-Trade Program

Law360 (June 28, 2007, 12:00 AM EDT) -- Amid the flurry of legislation designed to reduce greenhouse gas emissions, Sens. Joe Lieberman (I-Conn.) and John Warner (R-Va.) announced Wednesday that they are working on a bill that includes an economy-wide cap-and-trade program.

Though the specifics have not been ironed out, the senators said the cap-and-trade program would provide marketplace flexibility and meet “attainable” emissions reductions. The bill, if it becomes law, would also provide federal funds for new technologies and ensure international participation by developing nations.
