Harrisburg City Council Fights Pa.'s Receiver Bid

Law360, New York (November 21, 2011, 7:30 PM EST) -- The city council of Harrisburg, Pa., said in a state court filing Monday that the capital city's Chapter 9 bankruptcy trumps a bid by Gov. Tom Corbett's administration to appoint a receiver for the financially troubled municipality.

In preliminary objections to the state's receiver petition in Commonwealth Court, the council said an automatic stay that kicked in when Harrisburg filed for bankruptcy Oct. 11 bars state actions against the city and that a state takeover law the governor signed Oct. 20 has no overriding effect....
