House GOP Ties Keystone To Payroll Tax Cut Bill

Law360, New York (December 9, 2011, 7:59 PM EST) -- Congressional Republicans on Friday introduced their proposal for renewing a payroll tax cut that includes a provision fast-tracking a decision on TransCanada Corp.'s controversial Keystone XL pipeline project, two days after President Barack Obama said he would reject any such legislation.

Titled the The Middle Class Tax Relief and Job Creation Act, the bill would extend the payroll tax holiday for another year and prevent reductions in Medicare payments to doctors. The spending would be offset by cuts that include reducing the maximum length of unemployment...
