Law360, New York (December 19, 2011, 7:38 PM EST) -- A Tennessee federal judge on Thursday signed off on a settlement putting to rest claims that investors in a $100 million paper mill didn't buy as much of the mill's products as they promised and doomed the mill to failure.

U.S. District Judge William J.
