Minn. Rail Project Needs Better Impact Study: Judge

Law360, New York (January 24, 2012, 3:07 PM EST) -- A $957 million light rail project to link the downtown areas of Minneapolis and St. Paul can proceed, but a Minnesota federal judge on Monday ordered government agencies to conduct a more detailed environmental impact study of the effects on the business communities in predominantly black and low-income neighborhoods.

U.S. District Judge Donovan W. Frank said the project sponsors didn’t follow directions when they conducted an environmental assessment of the project’s impact on local businesses instead of the more detailed environmental impact statement the court requested...
