The Enduring Promise Of Energy Policy Progress

In 2009, a new president, who had campaigned on establishing mandatory limits on greenhouse gas (GHG) emissions, was sworn into office. In 2010, the year began with a push by a bipartisan group of senators, including John Kerry, D-Mass., Joseph Lieberman, I-Conn., and Lindsey Graham, R-S.C., to reach a compromise on cap-and-trade legislation.
