Law360, New York (March 23, 2012, 6:35 PM EDT) -- The federal government on Friday appealed to the Eighth Circuit a lower court's order requiring government agencies to conduct a more rigorous environmental impact study for a $957 million light rail project to link the downtown areas of Minneapolis and St. Paul, Minn.
