Reid Blocks Changes To Bill Nixing Tax Breaks For Big Oil

Law360, New York (March 27, 2012, 8:36 PM EDT) -- U.S. Senate Majority Leader Harry Reid on Tuesday blocked consideration of further amendments to a Democrat-backed bill that would end tax breaks for the five largest oil companies, setting the bill up for a final vote expected later this week.

Reid used a procedural tactic called "filling the tree," which allows a majority leader to take advantage of his or her right to be recognized first to use up all possible opportunities for adding amendments, removing the option to add changes to the bill.
