USPTO Head Defends New Fees, Says Patent Reform On Track

Law360, Washington (March 29, 2012, 8:22 PM EDT) -- U.S. Patent and Trademark Office Director David Kappos said Thursday that the office is on schedule to implement the complex changes to the patent system mandated by the America Invents Act and defended fee increases that have generated consternation.

In a talk at the ABA Section of Intellectual Property Law Conference in Arlington, Va., Kappos said that the USPTO will double the number of judges on what will become the Patent Trial and Appeal Board from 100 to 200 by early next year, to handle post-grant...
