Offshore Regulators Assert Power To Punish Contractors

Law360, New York (August 17, 2012, 6:49 PM EDT) -- The Bureau of Safety and Environmental Enforcement is standing by its decision to punish offshore drilling contractors that violate safety regulations, issuing guidelines Thursday on how it will carry out enforcement actions against companies hired by lessees and rig operators.

"While the primary focus of BSEE's enforcement actions will continue to be on lessees and operators, BSEE will, in appropriate circumstances, issue incidents of noncompliance to contractors for serious violations of BSEE regulations," the agency said in a policy document.
