TransCanada Must Upgrade Keystone Safety, Regulator Says

Law360, New York (August 22, 2012, 8:02 PM EDT) -- Canada's National Energy Board on Tuesday ordered TransCanada Corp. to upgrade emergency shut-down systems at four pumping stations along its Keystone oil pipeline, denying the company's request for an exemption from certain safety requirements.

According to the letter, dated Aug. 17 but publicly released Aug. 21, the NEB had inspected the pump stations in June 2011. The board's inspectors had found that the stations, located in Manitoba and Saskatchewan, were not equipped with alternate sources of power capable of operating their emergency shut-down systems — which trigger...
