Law360, Dallas (October 5, 2012, 10:37 PM EDT) -- Fifth Circuit Judge Carl E. Stewart, known for his intense preparation, probing questions and calm demeanor, says the biggest challenge he'll face in his new role as chief judge is managing the courts in the face of a shrinking budget.
