HHS To Charge Insurers Fees For Using ACA Exchanges

Law360, New York (November 30, 2012, 4:46 PM EST) -- Health insurers will pay the government monthly user fees in order to sell plans on federally run exchanges mandated by the Affordable Care Act, according to a rule proposed Friday by the U.S. Department of Health and Human Services.

HHS proposed that the monthly fee be equivalent to 3.5 percent of the monthly premium the insurer charges when the exchanges first come on line in 2014. The agency said it will seek to align its rate with the user fees charged by states that choose to...
