US Offshore Leasing Plan Fails Economic Test, DC Circ. Told

Law360, New York (December 17, 2012, 7:36 PM EST) -- An environmental advocacy group on Monday challenged the Obama administration’s five-year offshore oil and gas leasing program in the D.C. Circuit, claiming its plans for new lease sales were economically unjustified.

The Center for Sustainable Economy argued the administration based the leasing program on an “incomplete and flawed” economic analysis that ignored key cost-benefit criteria.

The U.S. Department of the Interior in August unveiled its offshore leasing program for 2012 to 2017, under which it plans to hold 15 lease sales in the Gulf of Mexico...
