EPA Erred In Setting Particulate Standards, DC Circ. Says

Circuit on Friday handed a win to the Natural Resources Defense Council in its dispute with the U.S. Environmental Protection Agency over how air quality standards are implemented, finding that the agency erred in applying different standards to fine and coarse particulate emissions.
