HHS Advances Rules On ACA Benefits, Insurer Protection

Law360, New York (February 11, 2013, 8:13 PM EST) -- The U.S. Department of Health and Human Services on Friday forged ahead on two major policies key to operation of insurance exchanges authorized under the Affordable Care Act, sending rules on essential health benefits and insurer-protection programs to the White House for final review.

HHS passed the policies to the Office of Management and Budget only about two months after it unveiled the proposed rules, and it was not immediately clear whether heavy public input submitted in response to the documents resulted in any significant changes....
