Highmark, UPMC Contract Stiffs West Penn, Pa. Officials Say

Law360, New York (February 26, 2013, 1:15 PM EST) -- Pennsylvania state officials questioned Highmark Inc. on Friday over its seemingly conflicting plans to buy the financially troubled West Penn Allegheny Health System for $1.6 billion while simultaneously pursuing a long-term insurance contract with West Penn's main rival, University of Pittsburgh Medical Center.
