HHS Issues Final Reinsurance, Risk Rules For Exchanges

Law360, New York (March 1, 2013, 6:49 PM EST) -- The U.S. Department of Health and Human Services on Friday released a final rule detailing some of the central insurance reforms of the Affordable Care Act, such as reducing incentives for insurers to avoid enrolling people with pre-existing conditions.

The rule, called the HHS Notice of Benefit and Payment Parameters, addresses a range of topics, including risk adjustment and reinsurance for insurers, advance payments of the premium tax credit to consumers, and the small business health options program, or SHOP.
