Dem Bill Would Hit Large Polluters With Carbon Fee

Law360, New York (March 12, 2013, 4:35 PM EDT) -- A group of Democratic lawmakers floated legislation Tuesday that envisions charging utilities, refineries and other large polluters a fee as high as $35 for every ton of carbon they emit.

A draft discussion of the measure, circulated by Rep. Henry Waxman, D-Calif., and three other Democrats, seeks public comment on how to price carbon emissions, how to spend new revenues the bill would generate and how to work with states to implement a carbon fee program.
