Philly Can't Slash Tax Officer Pay, Pa. Appeals Court Rules

Law360, Philadelphia (March 20, 2013, 5:20 PM EDT) -- Philadelphia City Council did not have constitutional authority to cut the salaries of members of a city tax board as part of an effort to strip the body of its responsibility for handling tax assessments and appeals, a Pennsylvania appeals court ruled Wednesday.
