Law360, New York (April 2, 2013, 2:14 PM EDT) -- The Obama administration's plan to delay a key health reform provision letting small businesses offer employees coverage from multiple insurance companies has touched off a behind-the-scenes battle between small-business advocates who say the move undermines competition and insurers who want more time to overcome administrative hurdles.
