Law360, New York (April 2, 2013, 6:15 PM EDT) -- Two Republican senators on Monday blasted the U.S. Environmental Protection Agency's proposal to eliminate exemptions that allow power plants to skirt emissions standards when starting up or shutting down their facilities, accusing the agency of proposing the rule in order to placate litigious environmental groups.
