GOP Sen. Proposes Slashing DC Circ. Seats

Law360, New York (April 10, 2013, 5:47 PM EDT) -- U.S. Sen. Chuck Grassley, R-Iowa, introduced legislation Wednesday to shave three seats from the D.C. Circuit and add one seat each to the Second and Eleventh circuits, saying judges on those two circuits shoulder nearly triple the appeals that D.C. Circuit judges handle.

Grassley said the D.C. Circuit, which had 120 pending appeals per judgeship in 2012, is the least busy circuit in the country and should pare its seats from 11 to 8, while, the Second and Eleventh circuits respectively had 343 and 323 pending...
